The City government consists of a mayor, elected semi-annually, and four council members who serve 4-year terms. The Clerk and Treasurer are appointed positions. Utica contracts with the City of Lewiston for fire protection and ambulance. Winona County Sheriff Department provides law enforcement.

The city completed a new water tower in 2002; the sewer system was installed in 1971. The city is currently under contract to upgrade the sewer ponds and lift station as well as digging a new deeper well. The projects are expected to be finished in 2026.
